That depends on the size of the bar. The count is laid out in the order you walk the shelves, two people can count at once, and open bottles are a tap rather than a guess written on a sheet.

Do I need scales?

No. Tenths are the default. Weighing is there for anyone who wants it, on any bottle you've given a full and empty weight.
